How do I leash train my 5 week old Puppies?

I am fostering 2 5 week old puppies. They are Saint bernards. They weigh about 8 pounds. The humane Society wants us to teach them how to use a leash. When I put the leash on them they just tug and bite it. They won’t move either. How can I teach them to walk on a leash?
