How do I stop fence and leash aggression?

My German Shepherd has severe fence and leash aggression. For example I have a large picture window that faces the street. Anytime a person walks by with their dog my dog freaks out barking with his hackles raised. Also, when he is on a leash he does the same thing when he sees another dog. He is fine when off leash.
